{"id":1560,"date":"2024-07-11T12:45:26","date_gmt":"2024-07-11T15:45:26","guid":{"rendered":"https:\/\/willbreckenridge.ca\/?p=1560"},"modified":"2024-07-11T12:45:26","modified_gmt":"2024-07-11T15:45:26","slug":"memorial-library","status":"publish","type":"post","link":"https:\/\/willbreckenridge.ca\/?p=1560","title":{"rendered":"Memorial Library"},"content":{"rendered":"<p><strong>The voting results from Tuesday, July 9, 2024, are a shameful outcome of a lack of vision and neglect. <\/strong><a href=\"https:\/\/atlantic.ctvnews.ca\/more\/halifax-council-approves-motion-that-could-lead-to-demolition-of-historic-library-1.6957090\" target=\"_blank\" rel=\"noopener\"><strong>CTV news coverage.<\/strong><\/a><\/p>\n<p>The Halifax Public Memorial Library is under threat of <strong>demolition<\/strong>. The building is a cenotaph to those who fought for freedom and a place to remember the poor of Halifax. This issue is coming before Council for a vote on <strong>Tuesday, July 9, 2024<\/strong>. <a href=\"https:\/\/www.halifax.ca\/city-hall\/regional-council\/july-9-2024-halifax-regional-council\" target=\"_blank\" rel=\"noopener\">HRM Agenda.<\/a> The time is now to use this civic building to create a community centre space where in the downtown we can have concerts, lectures and gather as a community and even do historical research. I worked vigilantly with heritage societies to have the property, including the building, registered.<\/p>\n<p>The city must adhere to the Heritage Property Act. To demolish or alter the building in a major way would set a precedent that would say demolition by neglect and demolition of registered properties is okay. It&#8217;s not okay!<\/p>\n<p>Available to read is the <a href=\"https:\/\/willbreckenridge.ca\/wp-content\/uploads\/2024\/07\/Memorial-Library-ARIA-Final-Report-Redacted-2.pdf\" target=\"_blank\" rel=\"noopener\">archaeological report<\/a>.<\/p>\n<p>As noted in the September 2021 <a href=\"https:\/\/willbreckenridge.ca\/wp-content\/uploads\/2024\/07\/declassified-report-on-memorial-library-dated-sept-28-2021.pdf\" target=\"_blank\" rel=\"noopener\"><strong>declassified <\/strong>staff report<\/a> the risk to HRM:<\/p>\n<p>&#8220;RISK CONSIDERATION &#8211; The building envelope and its interior systems are at the end of their life cycle. Continued deferral of<br \/>\nmaintenance and recapitalization work increases the liability and risk of holding a vacant building.<br \/>\nDemolition or deconstruction of the building without fully considering any possible alternatives that would<br \/>\nretain the property\u2019s heritage value will bring into question the Municipality\u2019s role and interest in heritage<br \/>\nconservation, which would cause some reputational damage to the municipal Heritage Property Program,<br \/>\nespecially when dealing with other private owners of registered or potential heritage properties.<\/p>\n<p>However, on balance\u2014as taken against the heritage risks\u2014potentially more profound risks relate to matters<br \/>\nof factual or perceived desecration of [held-sacred] Mi\u2019kmaw remains if the building was to be recapitalized<br \/>\nfor adaptive reuse, since any building rehabilitation would require interference with the surrounding<br \/>\ngrounds.
