This week has been exciting as campaign signs have now gone up in the hundreds for my campaign. 
Next Tuesday, there will be a Regional Council meeting covering important topics. Please take note of the following highlights. Additionally, there will be a public hearing on the Cogswell District’s new Granville Park proposal. I encourage everyone to attend and speak up to ensure that our public land remains accessible to the general public for the greater good of all. Enjoy the week!

12. PUBLIC HEARINGS – 6:00 P.M.
12.1 Proposed Administrative Order SC-104, Respecting Closure of Parcel CI-B Right-of-Way, Cogswell District, Halifax [PDF]
Motion:
That Halifax Regional Council adopt Administrative Order SC-104 as set out in Attachment B of the staff report dated July 24, 2024 to permanently close Parcel CI-B (the portion of right-of-way), as a street, and authorize the Chief Administrative Officer to direct the Clerk to certify a copy of the Administrative Order passed by Council incorporating a survey or a metes and bounds description of Parcel CI-B, and to file the certified copy of the Administrative Order in the office of the Halifax County Registry of Deeds and with the Minister of Public Works.

15.3 BOARD POLICE OF COMMISSIONERS
15.3.1 Halifax Independent Civilian Review Into August 18 2021 Encampment Evictions [PDF]
Motion:
That Halifax Regional Council request the Chief Administrative Officer prepare a staff report to review the Independent Civilian Review’s recommendations pertaining to Halifax Regional Municipality, develop an action plan and report back to Council.

15.2 EXECUTIVE STANDING COMMITTEE

Motion:
That Halifax Regional Council:

1. Adopt By-Law E-103, the purpose of which is to amend to By-Law E-100, to reflect the transfer of
the role of Municipal Emergency Management Coordinator to Community Safety as set out in
revised Attachment B of the report dated June 17, 2024; and

2. Adopt the Amendments to Administrative Order 2018-006 OP, the purpose of which is to reflect the
transfer of emergency management coordination from the responsibilities of HRFE as set out in

Attachment D of the staff report dated May 21, 2024.

Heritage Advisory Committee Special Meeting, date: September 12, 2024, Time: 3:00 p.m. Location: Virtual 
Meeting
The Heritage Advisory Committee will meet next Thursday to discuss a development of this Purcell’s Cove Road area historic home. This has been a development years in the making.
 

9.1 STAFF
9.1.1 Case 24505:  Development Agreement for 10 Kirk Road, Halifax for a bare land condominium development and rehabilitation of a registered heritage property [PDF]
Motion:
That the Heritage Advisory Committee recommend that Halifax and West Community Council:

1.    Give notice of motion to consider the proposed development agreement, as set out in Attachment A of the staff report dated September 4, 2024, to enable the construction of 15 single-unit residences as a bare land condominium on the registered heritage property located at 10 Kirk Road, and schedule a public hearing;

2.    Approve the proposed development agreement, which shall be substantially of the same form as set out in Attachment A of the staff report dated September 4, 2024; and

3.    Require the agreement be signed by the property owner within 120 days, or any extension thereof granted by Council on request of the property owner, from the date of final approval by Council and any other bodies as necessary, including applicable appeal periods, whichever is later; otherwise, this approval will be void and obligations arising hereunder shall be at an end.

2.Establish the Audit and Finance Standing Committee as the Policy Committee.
